Stillwater planning commissioners voted 5-0 Tuesday to recommend a rezoning that would clear the way for a duplex development on 21.5 acres at 799 E. Mercury Ave., despite concerns from several neighbors about flooding, traffic safety and the loss of wildlife habitat on the undeveloped site.
