The Payne County Hazard Mitigation Action Plan returns to county commissioners Monday, a week after they tabled it and directed staff to ask Oklahoma State University what it has committed to do about the Lake Carl Blackwell dam.
Commissioners voted 3-0 on Sept. 14 to hold the plan and 3-0 again to table Resolution 2026-69, the measure that would formally adopt it. Commissioner Rhonda Markum made both motions and Commissioner Seth Condley seconded. Board Chairman Zach Cavett voted yes on both.
