The Stillwater Planning Commission has unanimously approved a revised preliminary plat for Greenheart Place, formerly known as Quill Meadows, after developers successfully addressed concerns about lots located over a capped oil well.
The 4-0 vote during the April 1 meeting paves the way for the development of 47 residential lots and one outlot in the small lot single family residential (RSS) district with a planned unit development overlay.
"I think my biggest concern was the capped well. So having that taken care of, very beneficial," said Riley Williams, Vice-Chair of the Planning Commission.
The property, currently undeveloped, is located at 1413 and 1599 East Lakeview Road with frontages on Easy Krayler Avenue, Grandview and Lakeview roads. The site is situated near several established areas including East Ridge Addition subdivision to the east, Skyline Elementary and Stillwater Junior High to the south, and White Barn Estates to the north and east.
Josh Brown, Development Coordinator with Development Services, presented the revised plat to the commission, noting this was the latest iteration of a project with a lengthy history.
"This preliminary plat was actually approved by the Planning Commission in June of 2022, then known as Quill Meadows. It was then extended by planning commission in June of 2024," Brown explained.
The commission had previously reviewed a revised plat on Jan. 7, 2025, approving it with specific conditions that needed to be addressed before final approval.
Aaron Ferguson of Bancroft Design, the applicant's engineer, detailed how the revised plat addresses the commission's previous concerns.
"The biggest concern with the three lots in the southeast corner was some... a couple of them were located on top of the plugged oil well. So those lots have been relocated to the end of the cul-de-sac," Ferguson said.

The revised plan maintains one lot in the southeast corner that is unaffected by the oil well. Ferguson confirmed that "the easements questions have been resolved and there are no other changes to the plat from January."
Commissioner Mike Shanahan sought clarification about the changes to the cul-de-sac area, asking, "Were there just eight lots around that cul-de-sac and now there's 10?"
Ferguson confirmed this change, explaining, "Originally lots five and six... was part of out lot A. But the detention has been reshaped a bit to accommodate those two lots there."
The revised plat also includes adjustments to drainage and utility easements on outlot A, delineating sewer and water line easements separately from drainage easements as requested in the January meeting. Additionally, an easement located on Lot 2, Block 6 has been closed.
Brown noted that the proposed preliminary plat meets all subdivision and zoning requirements, and aligns with the comprehensive plan, which recommends high-density residential uses at this location.

During the public hearing portion of the meeting, no residents came forward to speak either in favor of or in opposition to the preliminary plat.
After closing the public hearing, commissioners briefly discussed the revised plat before voting.
"It doesn't seem there are any open issues from what was listed as the requirements from the last time," Shanahan observed.
Williams agreed, stating, "They took care of the issues that we brought forward and addressed and they've addressed those and have a better plot to move forward with."
The next regular meeting of the Stillwater Planning Commission is scheduled for April 15, 2025.
