Harper has lived in Payne County since 1985. He spent 27 years at Mercury Marine, worked in construction, spent 10 years with ASCO, and has more than 40 years of carpentry and remodeling experience, according to his campaign Facebook page. He and his wife, Connie, have children and six grandchildren, and his son is Payne County Sheriff Joe Harper. Harper has framed his candidacy around road safety and responsible use of taxpayer dollars.
